Local distribution companies (LDCs) need the ability to better plan long-term capital investments to replace aging infrastructure and mitigate against consumer rate shock and approving multiyear capital plans would go a long way to accomplishing this, said the Ontario Energy Association (OEA) during its appearance before the Ontario Energy Board (OEB) last week.
